Mr. Williford holds both BA and MPA degrees from San Diego State University and began his career with the City of El Cajon in 1979 as a city planner. He next worked for what was then the recently incorporated City of Santee in 1982, where he spent the next 24 years, eventually overseeing all development activities in Santee and becoming the City’s Deputy City Manager. He was subsequently appointed Community Development Director for the City of Irvine in Orange County, then Deputy Executive Director for the Southern California Association of Governments (SCAG) in Los Angeles, the largest regional planning and transportation agency in the nation. In 2012 Mr. Williford returned to the San Diego region to become El Cajon’s City Manager, where he served until his retirement in May, 2018. In addition to his teaching duties at SDSU, Mr. Williford also teaches Municipal Finance for command (management level) police officers on behalf of the State of California and is a Real Estate agent. Mr. Williford is a member of the American Planning Association, the American Institute of Certified Planners, as well as the International City Manager’s Association. He was recent Chairman of the Board for the Boys and Girls Club of East County and continues to serve on the Board of Directors’ Executive Committee. He is also recent past Chairman of the San Diego Chapter of the County and City Management Association.
