Douglas Williford, recently retired City Manager for the City of El Cajon in San Diego County, holds both BA and MA degrees from San Diego State University and began his career with the City of El Cajon in 1979 as a city planner. He then worked for what was then the new City of Santee in 1982, where he spent the next 24 years, eventually overseeing all development, environmental, transportation, and housing activities and becoming the City’s Deputy City Manager. He was subsequently appointed Community Development Director for the City of Irvine in Orange County, then Deputy Executive Director for the Southern California Association of Governments in Los Angeles, before returning to El Cajon in 2012 to become City Manager. Mr. Williford has been a member of both the American Institute of Certified Planners as well as the International City Manager’s Association and served on the Board of Directors for the Boys and Girls Club of East County (San Diego). He is recent past Chairman of the San Diego Chapter of the County and City Management Association. Mr. Williford has been a Lecturer\ Adjunct Professor at San Diego State University since 2018 and teaching Public Administration. In addition, he teaches Public Finance to Management level Police Officers as part of the State of California Police Officer Standards and Training Program. Mr. Williford is a member of the American Planning Association, the American Institute of Certified Planners, as well as the International City Manager’s Association. He was recent Chairman of the Board for the Boys and Girls Club of East County and continues to serve on the Board of Directors’ Executive Committee. He is also recent past Chairman of the San Diego Chapter of the County and City Management Association.
