Bio
Graham Mitchell has worked the majority of his career with local governments. He began working as a city manager in 2000. Since then, he has worked for three cities in San Diego County—Lemon Grove, Escondido, and El Cajon. He has served as El Cajon’s city manager since 2018. He enjoys the challenges that local governments face such as budgeting for community needs with limited resources, building community consensus, and building trust within the community. His areas of expertise include economic development, organizational development, and leadership. Graham hold a B.A. in International Relations from Brigham Young University and a MPA from the University of Southern California. Besides working for the City of El Cajon, Graham enjoys spending time with his wife and children, mountain biking, hiking, and soccer.
