he El Cajon City Council appointed Graham Mitchell as its City Manager earlier this year in May, after serving in the role of Assistant City Manager for a little over a year. Graham has enjoyed twenty-four years working for local governments in California. He began his career in Monterey Park and Moorpark, where he focused on economic development and redevelopment activities for those communities. In 2000, he was appointed as the City Manager of Farmersville and in 2003 he was appointed as Lemon Grove’s City Manager. After twelve transformative years in Lemon Grove, Graham worked as the Assistant City Manager and City Manager for Escondido beginning in 2015. Graham holds a B.A. in International Relations from Brigham Young University and a MPA from the University of Southern California. Besides working for the City of El Cajon, Graham enjoys spending time with his wife and two children, mountain biking, hiking, and soccer.
