Dr. Mounah Abdel Samad is Associate Professor of Public Administration at San Diego State University. Dr. Abdel-Samad received his B.A. and M.A. in Public Administration with a focus on human resources management from the American University of Beirut, Lebanon. He received his Ph.D. in Public Administration and Policy from the Rockefeller College of Public Affairs and Policy, University at Albany in May 2007. Dr. Abdel-Samad currently teaches PA 460 Administration and Public Policy Development, PA 341 Administrative Behavior, and PA 642 Seminar in Administrative Theory.

His research has an international focus. Dr. Abdel-Samad specializes in legislative institutions and legislators’ behavior. His dissertation was a comparative study of Arab and American legislatures. He has conducted field research on legislative institutions in Jordan, Lebanon, Morocco and Tunisia. He has also published a number of articles including one analyzing natural resource policies in Turkey, Iraq and Syria, and he is conducting research on water policies in the United States and the Arab world. In addition, he has been awarded a grant from START to study the impact of inclusion/exclusion in policy making on the use of violence in North Africa.

Complementing his academic and teaching preparation, he has professional experience working for a USAID funded project (17 millions Dollars) reforming management in local and national government in Lebanon. He compared and applied different administrative policies in an effort to improve the effectiveness and efficiency of more than 700 local government entities, oversight agencies, and the Lebanese Parliament.
