After serving in the U.S. Army as a JAG officer, he was deputy director of the National Defender Project (1964-1969), a Ford Foundation grant to establish and improve defender services throughout the country. For one year served as the Attorney in Residence for the Illinois Law Enforcement Commission. Served as executive director at Federal Defenders of San Diego (1971-1983) and then in private practice (1983 - 2004). In 1998 received a doctorate of modern languages (Russian and Spanish). Lived eight years in Russia and three in China. Created the criminal justice study abroad programs in Russia and China for SDSU students and at SDSU for Russian and Chinese students.
