Dr. Susan E. Baer is Associate Professor in the School of Public Affairs. Dr. Baer earned her undergraduate degree in Economics from Shippensburg University. She earned her M.A. and Ph.D. in Government and Politics from the University of Maryland, College Park. She also completed a postdoctoral appointment at the Workshop in Political Theory and Policy Analysis at Indiana University, Bloomington.

Dr. Baer won the San Diego State University Outstanding Faculty Award in 2004 and 2005. She also received a San Diego State University Exemplary Academic Advising award in 2005. In addition, she is the faculty advisor for the San Diego State University chapter of Pi Alpha Alpha, the national honor society for Public Affairs and Administration. Dr. Baer is also the faculty coordinator for the Presidential Management Fellows (PMF) program. After completing her Ph.D., she worked as a PMF at the Social Security Administration in its Baltimore, Maryland and Washington, DC offices. Dr. Baer also serves as a Member of the Board of Directors of the San Diego Regional Task Force on the Homeless.

Dr. Baer teaches the undergraduate course, Management of Urban Governments (PA 310). In addition, Dr. Baer teaches Internship in Public Administration (PA 498). She also developed and taught the graduate course titled, Comparative Federalism: Mexico-U.S. She has taught the introductory course in the Master of Public Administration (MPA) program, Scope of Public Administration (PA 600), and the introductory course in Public Administration at the undergraduate level, Concepts and Issues in Public Administration (PA 301). Dr. Baer has also developed and taught a one-unit course, Life on the Street: A Look at Homelessness in San Diego (PA 496).

Dr. Baer’s research interests include urban politics, policy, and administration; urban governance; community and economic development; and institutional analysis.
