Shawn Flanigan is an assistant professor of public administration in the School of Public Affairs at San Diego State University. Dr. Flanigan completed her B.A. in Latin American Studies and her Master in Public Administration at the University of New Mexico in Albuquerque. She received her Ph.D. in Public Administration and Policy in 2007 from the Rockefeller College of Public Affairs and Policy at the University at Albany-SUNY. Currently Dr. Flanigan teaches the undergraduate course PA 301- Concepts and Issues in Public Administration, and the graduate course PA 660- Administration and Public Policy Development.

Dr. Flanigan specializes in comparative public administration and nonprofit organizations as policy actors and service providers. Her research focuses on the role nonprofit organizations play in meeting the health and social service needs of minorities and marginalized groups, with a specific interest in the developing world and low-income populations in the United States. Dr. Flanigan has conducted field research on the behavior of faith-based nonprofit organizations in Bosnia and Herzegovina, Lebanon, Romania, and Sri Lanka. She has also conducted research on health and social service provision by terrorist and insurgent organizations, interviewing members of Hezbollah in Lebanon and examining NGOs’ relationships with the Tamil Tigers in Sri Lanka. Recently Dr. Flanigan has been involved in research on immigrant community-based organizations (CBOs) in New York State and their interaction with local and state policy makers. She plans to expand this research to include immigrant CBOs in California and CBOs in Latino immigrant communities in the US South.

Dr. Flanigan was a Fulbright Fellow in Romania in 2002-2003, an Individual Advanced Research Opportunities grantee from the International Research and Exchanges Board (IREX) in 2006-2007, and a Department of Homeland Security START Fellow in 2005-2006 and 2006-2007. Prior to entering academia, Dr. Flanigan worked in a variety of health and social service settings, including as a United States Peace Corps Volunteer in Romania, as a community health educator for the New Mexico Department of Health, and conducting policy research for the New York State Developmental Disabilities Planning Council.
