Dr. Roger W. Caves is Professor of City Planning and Coordinator of the Graduate City Planning Program and Undergraduate Urban Studies Program at San Diego State University. He received his BA in Political Science (1975) and Master's degree in Urban Studies (1977) from Old Dominion University, and his Ph.D. in Urban Affairs and Public Policy from the University of Delaware (1982). He is also Co-Director of the School of Public Administration and Urban Studies' Institute for Public and Urban Affairs and Director of the Program on Community Development and Information Technology. He was formerly Director of Research for the California Institute for Smart Communities (1997-1999). He received his Ph.D. in Urban Affairs and Public Policy from the University of Delaware in 1982.

Dr. Caves has published numerous publications related to urban planning, housing, community development and information technology, environmental planning, alternative structures of local government, human service needs, defense conversion, direct democracy, and public policy. He is the author of Land Use Planning: The Ballot Box Revolution (1992) and Exploring Urban America: An Introductory Reader (1995). He has served as a subject area specialist on speaking tours for the US Information Service and has received numerous grants to further his research. He has spoken in such countries as Canada, United Kingdom, Scotland, France, Germany, Spain, Portugal, Slovakia, Romania, Bulgaria, Sweden, Finland, Israel, Turkey, Japan, Brazil, Lithuania, Latvia, and Estonia. He teaches graduate seminars in principles and techniques in urban planning, housing policy, land use and environmental law, and urban planning implementation.
